An Caution for Keir Starmer from His Personal History: If You're Not Bold on Brexit and the EU, Your Labour Rivals Might Be.

Back in 2018, a mere a short phrase to electrify the party's annual gathering demonstrating the party was becoming disillusioned with Jeremy Corbyn. While not precisely stirring rhetoric, the words met with rapturous applause as most of the hall rose in an impromptu ovation.

As the commotion died down, Keir Starmer, remained at the lectern, blinking in surprise. He was unaccustomed to his addresses producing such a reaction. His statement was simply: "We are not excluding staying in the EU". But context is everything.

During that deeply polarized period in 2018, departing from the prepared script in this way was always going to be seen as laying down the gauntlet to Jeremy Corbyn, who was trying to prioritise leave supporters in key constituencies above the Europhile sentiments within Labour. In just one speech, this seemingly cautious opposition Brexit spokesman was transformed – if only for a while – into a political gambler who championed most Labour MPs, members and voters against a leader he later succeeded.

The Evolution of Stance & Closed Debates

Since then, the landscape has shifted, not least to Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was declaring the EU question was resolved by the previous year’s national vote. During the most recent campaign, he consistently stressed manifesto “red line” promises that forbade rejoining the EU, the single market or a customs union.

Like his predecessor, the PM's approach has focused on winning pro-Leave voters in key seats, even if survey data indicates a significant number have died or changed their minds.

Pressure Building on Europe

Yet, the tables have turned and Starmer is now to be an embattled Labour leader. While Europe may not be the boiling pot in UK politics, the cap which was firmly shut for five years is starting to loosen once more.

The Prime Minister and Chancellor have ramped up the rhetoric regarding the damage caused by Brexit has caused to Britain's economic standing. It’s a useful stick with which to beat Nigel Farage, who now rarely mentions how leaving the EU was his primary goal and is still his sole political accomplishment.

Nevertheless, the scale of the damage, which by some estimates has resulted in a national economy that is between 6% and 8% smaller compared to EU membership, towers over the micro-mitigation thus far implemented by the government. The PM's much-touted re-set deal agreed with Brussels in 2024 provides gains quantified in low decimal points.

Cabinet Divergence and Ambitious Proposals

Rachel Reeves is one of those trying to overcome entrenched Home Office resistance to a broader scheme of a growth-enabling youth mobility scheme by which young people can travel between the UK and the EU for work or study.

David Lammy muses openly regarding the “self-evident” benefits of joining an EU customs pact, while a dozen Labour MPs, including the chair of the powerful finance committee, recently voted for an opposition proposal on customs union membership.

Although the Europe minister, the minister in charge of EU policy, now present at every cabinet meeting, insists the red lines remain unchanged, there exist avenues to work around them. One idea involves declaring the commencement of talks immediately for a more ambitious agreement, for inclusion in the next manifesto, to be enacted only after securing a new electoral mandate.

Starmer's Fundamental Scepticism

However, Starmer has lately been pouring cold water on the idea cautioning that rejoining a European customs area would “unravel” the commercial agreements with the US, which he views as signature achievements of his government.

Reportedly that Starmer's doubts go still deeper, stemming from several key concerns.

  1. First, he thinks a customs pact is now much harder because his ministers actively diverging from EU regulations across a range of sectors, including the environment.
  2. Secondly, the exorbitant price demanded from Britain to join a European defense initiative and the subsequent collapse of negotiations has led British officials that former EU partners are less interested in offering favorable terms with Britain than in demonstrating that Brexit does not work.
  3. Thirdly, the new US national security strategy, which has been welcomed by the Kremlin, is seen by some influential figures in Number 10 as grounds for the UK to keep its distance from the EU.

A Bizarre Strategy and Geopolitical Considerations

This bizarre and terrifying American strategy paper asserts Europe is threatened by cultural extinction due to immigration. It includes a single mention to Britain, placed beside a proposal that Donald Trump’s administration may interfere in our politics to encourage the growth of nationalist movements.

However, instead of concluding that this renders the US an unreliable partner, the government is worried that deeper EU integration would destabilise geopolitics further by endangering precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation and The Ghost from the Past

This situation brings us back to 2018. Starmer has always said that address was not a pitch to become leader but merely an effort to preserve the “option” of staying in the EU in a future vote. Indeed, back then, Starmer still favoured a tailored trade agreement of the kind he now appears to be opposing.

But it’s not been lost on the Prime Minister's office have noticed that the Health Secretary, widely considered would stand for the leadership, is among a clutch of cabinet ministers letting it be known they want to go further on Europe.

Aides to the Deputy Prime Minister, another likely contender in a contest to replace Starmer, insist she refuses to comment on her position regarding a customs pact because it would only “fuel unnecessary gossip”.

The Clear Danger & A Wise Reminder

The risk is clear. If Starmer rules out significant moves towards a close relationship, he allows rivals to occupy the space where the overwhelming majority of Labour MPs, members and voters are to be found.

It would be prudent of him to recall the impact just a few words had on his career in 2018. Potential pathways for a major proposal on Europe which the PM ought to consider; he should explore them himself, before someone else adopt them as their own.
