English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils representing major urban areas in England stated that six out of ten of local authorities are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of authorities seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent announced its asset disposal plan featured the sale of a shopping centre in Rainham and a social club in another town to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Broader Financial Pressures

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to raise council taxes next spring to address the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

Research of regional authorities recently also found council budgets being strained by the growing number of young people and adults needing Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges confronting municipal officials across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey revealed.
